Summary:

We are looking for a full-time, exempt Director of Environmental Services in California.  The Director Level is responsible for overall organization performance. With full authority, accountability and responsibility, this position manages all aspects of assigned Environmental and Geographic Information Systems projects. Projects managed may range up to $5 million or more and last from one to 12 months or longer.

Duties and Responsibilities:

• Oversee all aspects of the work and authority for tasking, work, products, schedules, budgets and specific courses of action.
• Tracks financial progress and status of program and projects and develops and coordinates corrective actions/adjustments working with and mentoring Project Managers to ensure completion of projects meeting all quality, technical, schedule and profit goals while meeting all technical, quality, schedule and costs requirements.
• Ensure subordinates manage all tasks across all areas of technical performance, schedule, quality and cost.
• Interact with our customers and Contracting Officer Representatives (COR)
• Ensure traceable summarization of subcontractor data supporting the prime.
• Explore and analyze market trends and identify new opportunities in assigned region.
• Incorporate company procedures and policies in operations of business unit.
• Conducts site visits to interact with the customer
• Resolves issues on a day-to-day basis with customers, owners, employees, and other stakeholders.
• Reviews and manages the revenue recognition for their group and takes steps to correct any revenue that is either over or understated at the month-end close process. This may include cost transfers, at-risk processing or suggesting project setup remedies.
• Coordinate with the Marketing team to develop and implement operational plans for new product launches.
• Works with the Finance department to generate the Annual Operating Plan (AOP direct/indirect) and quarterly forecasting
• Reviews and approves employee expense and timesheet submittals.
• Reviews, approves, and assists in the preparation of customer invoices.
• Work on requirements provided by senior management whenever required.
• Manage the new business pipeline to ensure there is a robust set of opportunities that are within our ability to successfully prosecute resulting in year-over-year growth in revenue and operating income.
• Conduct monthly pipeline reviews to ensure all required activities for successful new business capture are being performed.
• Ensure proposal color teams and opportunity gate reviews are held on schedule with knowledgeable participants.
• Implement industry best practices and strategies of new business growth.

Required Qualifications:

• Bachelor's level degree in any technical or managerial discipline.
• At least 15 years’ experience in program/project management, preferably within government/DoD acquisition and/or In-Service Programs.
• At least 10 years’ experience in an environmental management related field providing services to government and/or military clients.
• Ability to obtain and maintain a DoD secret clearance.
• Effective written, oral, and presentation skills.
• Proficiency in Microsoft Office products (Word, Excel, PowerPoint, Visio, and Project).
• Pursuant to the various government contractual requirements, all applicants must be U.S. Citizens.

Preferred Qualifications:

• At least five (5+) years’ experience working with the Department of Navy (DON) Programming, Planning, Budgeting and Execution (PPBE) process as well as the RDT&E, N, OPN, O&M,N WPN and SCN appropriations.
• The ability to work with the Program Budget Information System (PBIS), and Budget Object Classification System (BOCS) is highly desirable.
• At least five (5+) years’ experience with the DON Program Objectives Memorandum (POM) process as well as the execution of appropriated funds to include the monitoring of program office expenditures and obligations, spend plans and Unliquidated Obligation (ULO)/Negative Unliquidated Obligation (NULO).
• Superb written communication skills is highly desired.
